Company History

Founded in 1974 and incorporated in the State of Florida in 1978, ACISS Systems is a software development company. Since 1984, ACISS has devoted its efforts exclusively to the creation of software solutions for law enforcement. Over forty years of combined experience in the analysis of law enforcement's requirements and creation of successful software solutions uniquely positions ACISS Systems to meet unique needs of law enforcement organizations.
Our seasoned staff compliments our deep understanding of law enforcement with superior technical qualifications and certifications. ACISS Systems is a Microsoft Certified Gold Partner. Certifications held by our staff include: MCSE's, MCDBA's, MCT's, MCP's, and CDP's. Our technical expertise extends beyond development to database structure and design. This blend of technical knowledge and understanding of law enforcement needs enables our software solutions to employ the latest in cutting-edge development technologies, delivering ease-of-use to those accessing the solutions along with ease-of-implementation to the technical personnel responsible for on-going operations.
Retired and current law enforcement professionals enhance our technical strengths and bring greater perspective and experience to the problem solving equation. These individuals are also the primary trainers in the use of the ACISS software. They provide instruction in the use of the ACISS solutions in a "cop-to-cop" atmosphere.
Key Staff Bios
Anthony Bastian, President ACISS Systems, Inc.
Anthony Bastian a graduate of Marist College, Poughkeepsie New York, former Vista volunteer, and veteran of the US Army began his career in data processing in 1972. As a technical systems representative for Honeywell Information Systems, Inc., he developed software applications for the construction and printing industries and provided technical support for marketing activities.
As Director of Information Management for the Williams Gold Refining Co. of Buffalo New York he developed a communications management program that provided the ability to process transactions from multiple data terminals simultaneously. This program was the backbone of an online order entry, pricing, and inventory control system which he later developed.
He returned to Honeywell Information Systems as a Senior Technical Representative in their Miami, FL office where he provided project management services along with technical marketing support. As Systems Manager for Microdata/McDonald Douglas he was responsible for the installation of all computer systems and the third party software applications sold in the State of Florida. The Florida Branch of McDonald Douglas was the top performing office in the company for the three years he served as Systems Manager.
In 1981 he founded CS Computing, Inc. ,a software development company specializing in software for default loan processing in the banking industry. Two years later this company merged with another software development group and became Augmented Computer Technologies, Inc. The company, under his direction, focused its direction and resources into the development of investigative software for law enforcement. 1985 saw the first installation of the ACISS software application. Over the years the ACISS Software has grown modularly to address the majority of law enforcement needs.
Today ACISS software can be found in a variety of law enforcement agencies from small two man intelligence units to state-wide agencies.
Mr. Bastian was awarded the Certificate of Data Processing by the AIICP in 1984 and became a Microsoft Certified Systems Engineer in 1997.
Chad Hawkinson, Vice President Operations ACISS Systems, Inc.
As Vice President of Operations for ACISS Systems, Chad is responsible for the development and implementation of successful business tactics and strategies to meet company objectives. He is also responsible for overseeing day to day operations and directing the strategic long-term goals, policies, and procedures for the company.
With more than 12 years in the industry, Chad is an expert in the development and delivery of cost-effective, high-performance information technology infrastructures and applications to address complex business problems. As co-architect of the first web based iteration of the ACISS Case Management software line, first implemented at the Florida Department of Law Enforcement in 2001, Chad has extensive software design and engineering experience with a thorough understanding of the specific needs of law enforcement and other investigative and intelligence organizations. Mr. Hawkinson is also a Microsoft Certified Systems Engineer.
Chad became Vice President of Operations in 2002 after serving as President of NexSys Technologies Corp., where he specialized in software development and consulting for custom business intelligence applications for a variety of industries.
Justin Harrell, Vice President Development ACISS Systems, Inc.
Lead architect and developer of the ACISS Web product suite which was chosen by the Florida Department of Law Enforcement late in 2002 to be used as the Statewide Homeland Security System (ThreatNet) and has since evolved into the Statewide Intelligence Network, replacing the existing systems for counter-drug and gang intelligence.
Justin is a forward thinking lead software architect with 13 years proven expertise in complex system design and implementation. He is an expert in the most modern techniques of Object-Oriented and Relational design to provide solutions to Law Enforcement problem domains.
He became Vice president of Development in 2002 when ACISS Systems Inc. merged with NexSys Technologies Corp. where he served as Vice President providing expert long term system design consultation services to clients in diverse industries including Healthcare Insurance, Credit Card Processing, and Law Firms.
Mr. Harrell is a Microsoft Certified Professional and has been published in the C# Programmer's Cookbook.
Matthew Krzan, Senior Architect ACISS Systems, Inc.
As a director & chief architect, Matthew is responsible for the design and architecture of the core ACISS technologies. He joined ACISS Systems in 1999, as the company decided they needed to revamp their existing terminal based software, taking advantage of the newest technologies.
He attended the University of Central Florida, where he studied Software Engineering and Computer Science. While in college he was inducted into the Phi Theta Kappa, international honor society.
Matthew became a Microsoft Certified Systems Engineer in 2000 and now holds 7 Microsoft certifications, specializing in database and internet technologies. He also led the way for ACISS Systems to become a Microsoft Gold Certified Partner, by publishing a 160 page white paper and overseeing the independent testing of the ACISS Web product suite for Microsoft SQL Server.
